Tender Boards Lead
Business Improvements Team, Supply Chain Management, Finance Directorate.
A combination of 3 roles at a time:
1. SECRETARY OF EXECUTIVE & MAJOR TENDER BOARD.
Key roles and responsibilities:
* Managed 2 team members: Minor Tender Board Secretary and Tender Board Administrator;
* Organized, attendd and minuted the Major Tender Board/ Executive Tender Board
(contracting review authority) meetings, interface with Tender Board members (Executive Directors of Sakhalin Energy). Scope of Tender Boards includes, but not limited to review, approval, consultancy and guidance in pre-award/award/post-award contracting activities (from strategy selection to suppliers sourcing, bidlist approval, prequalification matrices approval, award and post-award contract management, execution of contract amendments and variations for value & work scope increases);
* Provided consultancy, guidance and advice to CP community and Contract Holders
regarding compliance with the Shell Category Management and Contracting Process
and internal Company's Contracting and Procurement Procedure;
* Improved the Tender Boards process and associated activities, develop updates to the
Tender Board Procedure.
* Maintained the Tender Board Actions Log, tracking of actions delivery by presenters,
reporting to TB on the actions status, closure of actions.
2. SENIOR SPECIALIST IN MARKET ANALYSIS.
Key roles and responsibilities:
* Interface with Russian Party under the Sakhalin-2 Project Production Sharing
Agreement in reporting of utilization of the Russian Content (Russian industry
enterprises, equipment and manpower) in the Sakhalin-2 Project;
* Market analysis and consultancy for supply chain staff regarding the best use of the market,
* Optimization of contracts work scope and cost, development and facilitation of the
contract optimization reviews involving contract engineers, contract holders and
contractors (with support from a recognized market analysis consultant Anklesaria
Group, USA);
* Developed and implemented improvement initiatives for the Company's supply chain
activities;
* Analysed the supply chain processes for weaknesses, develop updates to the corporate
Contracting and Procurement Procedure to mitigate deficiencies and weaknesses;
* Facilitate internal contract audits for compliance with internal Contracting and
Procurement Procedure, develop actions for closeout of the audit findings;
* Facilitated external contract audits in Gazprom and Shell contracting and procurement
audits of Sakhalin Energy, etc.
3. SHAREHOLDERS LIAISON FOCAL POINT
Key roles and responsibilities:
* Interface with the Board of Directors represented by the Company Shareholders
Gazprom, Shell, Mitsui and Mitsubishi on approvals relating to the high value business
critical contracts;
* Maintained email communication with Shareholders representatives on issues relating to
the Company's contracting and procurement activities;
* Collected inputs from CP Community, prepared and distributed the monthly Reports on
C&P Activities and Value Improvement to the Board of Directors and the authorized
Shareholders representatives
Stakeholders: Board of Directors, Shareholders reps (OAO Gazprom, Gazprom Sakhalin
Holdings BV, Shell, Mitsui, Mitsubishi, Daimond Gas Sakhalin), Joint Committee, CEO,
Company's Production Directorate, Tender Board members, Committee of Executive
Directors, Corporate Relations Department, Finance Directorate, Legal Directorate, CP
Community, etc.
